The Regulatory Requirement – What CAL/OSHA Requires

Under CAL/OSHA’s asbestos standard (Title 8 CCR §1529), any asbestos abatement project must have a competent supervisor on site during all operations. The same applies to lead abatement projects (Title 8 CCR §1532.1). This person must have completed accredited training and be capable of identifying existing and predictable hazards and authorized to take corrective measures.

If a regulatory official arrives at your job site, they will expect to speak with the on-site competent supervisor — someone who understands the scope of work, has the credentials to oversee hazardous material abatement, and can immediately address safety or procedural concerns. The absence of such a supervisor can halt work and trigger penalties.

What Makes a Supervisor “Competent”?
